Mr. Bernstein is a leader in the energy community and founding member of the ETEBA business organization. He has provided written and verbal expert testimony regarding management of over $12B of engineering and construction. He is published and has lectured on program management domestically and internationally.

Mr. O’Flynn has over 35 years of diverse experience in leadership positions, project management, design, and construction, with emphasis in high technology and nuclear projects. He has a successful record of delivering high quality projects on time and within budget. His extensive experience and expertise focus on conducting independent reviews of complex projects and programs. David has successfully established and managed multidiscipline project teams in multiple locations and offices with full profit and loss responsibility. He joined SMSI in 2003 and assumed the President role in 2019. David has a B.S. in Civil Engineering from Tulane University, an M.B.A. from Virginia Tech, and is a licensed Professional Engineer.

Mr. Nuckols has more than 25 years of experience in project and program management, operations, engineering and construction. Prior to joining SMSI, Matt held various roles within the Department of Energy (DOE) and National Nuclear Security Administration (NNSA) and in commercial projects spanning industries such as mining and metals, telecommunications, and infrastructure. Known for building and leading high-performance teams, he skillfully manages programs and projects for complex customer requirements. Matt has been responsible for leading integration of capital project design and execution with ongoing high-hazard facility operations and critical mission work at multiple DOE sites. Matt has a BS in civil engineering from Colorado State University.

Mr. Call has over 40 years of experience and earned a Bachelor of Science degree from Utah State University in Logan, Utah. For six years he worked for Ernst & Ernst, an international accounting and management firm. He performed audits for banks, universities, and manufacturing. Mr. Call supervised audit and tax work in the banking, excavation, and services industries. During his time with SMSI, he has managed large contracts with Sandia National Laboratory and Los Alamos National Laboratory. His financial analysis reaches into the handling of tax, accounting, finance, and payroll functions for SMSI. Stan accepted the position of CFO in September 2019.

Ms. Nuckols has more than 20 years of experience in Department of Energy and National Nuclear Security Administration enterprise, with expertise in Information Technology and Cyber Security. Her management and technical experience include operations and service delivery for both classified and unclassified systems; cybersecurity program management; risk-based frameworks; system assessment and authorization. Amy has deployed new technologies, systems and processes, and training programs for users and service delivery teams. She has led performance assurance programs to evaluate and report transparently to stakeholders and ensure compliance with applicable DOE Orders and Directives. Amy holds an MBA from the University of New Mexico and a BS from the University of the South.

Mr. Basile has over 40 years of demonstrated leadership in successful professional program and project execution in the government, utility, and industrial business sectors. He is experienced in all facets of management, engineering, construction, startup, and production. He has led deployed integrated project teams from conceptualization through execution and final project turnover. Mr. Basile’s extensive background includes organizing, leading, and managing large, complicated, one-of-a-kind projects and programs in highly regulated environments for projects valued from $10M to over $2B, including fossil and nuclear power, non-reactor nuclear, high technology/manufacturing facilities, weapons programs, and infrastructure systems.

Mr. Post has more than 45 years of experience in the design, construction, startup, operation, and maintenance of chemical, nuclear and high-hazard energy research facilities. He served 21 years in management of nuclear facilities at Los Alamos National Laboratory, 10 years as VP of AECOM, four years as Director of Nuclear Operations – Nevada National Security Site, and three years at the National Renewable Energy Laboratory – Center Director and Deputy Lab Director for Operations. Mr. Post has supported, participated in, and led dozens of readiness reviews, implementation verification reviews, and other nuclear safety assessments.

Ms. Musgrave has over 20 years of experience in strategic business development and holds an MBA from the University of New Mexico and a BA from Colorado State University. She is recognized for her knowledge in the DOE, energy sector, government contracting, and corporations. As a business developer, she brings vast experience in the field and is supported by a group of contacts, allowing her to build solid teaming relationships with winning solutions. Additionally, Susan is deeply involved in recruiting talented employees to support strategic planning development. She works closely with leadership to develop strategy for SMSI and support to customers.

Ms. Oakley-Moore has more than 25 years of experience in contracts administration, project controls and project management for environmental management, material disposition, information systems, and technical projects for DOE, EM, and NNSA. She provided project management and project controls support for nuclear material disposition projects at Y-12 National Security Complex, including providing scheduling support for the disposition from the site of large quantities of classified items. She supported preparation and ensured the quality of a wide range of documents for Y-12 projects. In addition, she provided audit review services to support DOE’s oversight at the Portsmouth, Ohio site.

Ms. Brock has over 35 years of experience in the U.S. Department of Energy and the National Nuclear Security Administration nuclear complex, specific to nuclear material Safeguards and Security. Heidi’s experience includes planning and implementation of nuclear material control and accountability (MC&A) programs; performance of facility vulnerability assessments (VAs); development and implementation of S&S training programs; performance of surveys and assessments; evaluation of programs for DOE Order compliance; and analysis of safeguards system performance. She is an S&S Instructor certified by the DOE Office of Safeguards and Security.

Mr. Brock has more than 30 years of experience in the nuclear industry, specifically in management and operation of DOE facilities for production, handling, and storage of nuclear materials and weapons. He has in-depth knowledge of DOE and U.S. Nuclear Regulatory Commission requirements related to nuclear safety. His experience includes development and implementation of programs for design engineering, operational support engineering, systems engineering, hazard analyses, criticality safety, radiation protection, fire protection, maintenance, emergency preparedness, and operational controls. Mr. Brock has a management background in large technical organizations and experience in the administration and execution of federal budgets.

Mr. Lujan has over 40 years of combined experience in management, engineering, design, procurement, and construction. His management experience includes multidiscipline team management, project management, coordination, client interface, construction inspection, construction technical support, and preparation of project scope, budgets, and schedule. Mr. Lujan’s experience includes the investigation, planning, and development of contract documents for the various project phases including management and oversight of subcontractors. His duties include responsibility for the day-to-day direction of various numbers of engineers and designers engaged in performing technical work.

Mr. Carey is a Lifetime Certified Professional Estimator (LCPE) with over 35 years of experience in work planning, program and project management, cost estimating and schedule analysis, conceptual design assessment, computerized cost database development, cost control, and value engineering. He provides project management support in accordance with DOE O413.3 principles. He has extensive experience in applying Earned Value Management to DOE projects and input into the DOE IPABS system since it was first developed. Jay has experience across the DOE complex, including sites such as Lawrence Livermore, Albuquerque, Hanford, Chicago, and Savannah River.

Ms. Layer has more than 20 years of professional experience, and a BS from Utah State University in Marketing, Personnel Administration and Industrial Relations. Her ability to manage human resources for SMSI has been supported by progressive responsibility throughout her career. She brings a financial background to enhance her skills in labor management and relations. Kaylene is actively involved with the SMSI leadership and program managers to ensure the staff is supported with the most current criteria and requirements in human resource management and training.
