SCOPE

The Lawrence Livermore National Laboratory (LLNL) is one of the three premiere weapons laboratories in the US. LLNL employs over 6000 staff and has a campus consisting of nearly 500 facilities in multiple sites (820 acres and 7000 acres) with a replacement plant value of over $6 billion. To remain operational and effective, the Facilities and Infrastructure Directorate executes numerous maintenance and construction projects annually.

Accurate cost estimates and schedules are a necessity to plan and execute those projects.

SMSI ROLE AND ACCOMPLISHMENTS

Since 2009, SMSI has successfully provided cost estimating and scheduling support to LLNL’s estimating group. SMSI has provided this support on a project by project basis through numerous task orders issued to date.

When LLNL requests our services, SMSI has responded immediately and provided the requisite estimates from Class 4 Planning estimates to Class 1 Bid and Change Order estimates in a timely manner and within budget. Our estimates are prepared on the LLNL estimating software; SMSI also utilizes commercial estimating software in order to seamlessly integrate the estimates with LLNL’s project controls system, if required.

SMSI has supported a wide range of LLNL projects, which include the B-391 Space Frame Demolition Project, the B-391 Mega Ray Project, the B-581 DDC System Project, and the NE Campus Water Conservation System Project, as well as numerous other projects.

SMSI has developed estimates for the B-654 Computing Center Project, the LVOC Facility (CD-1), and Project X. These were conceptual estimates that required the SMSI estimator to work with the LLNL engineers to define the scope. The estimates were developed on time and within budget under tight time constraints.

Our estimates and schedules have proven accurate. Our bid cost estimates have been extremely accurate, and we accurately forecast the actual completed cost of projects on a routine basis. This accuracy is based on extensive market knowledge and understanding of how projects actually get accomplished, their risks, and how to reliably manage and predict change.
