Program Management, Administrative, and Clerical, and Technical Services (PACTS)

SCOPE

PACTS was DHS department-wide indefinite delivery, indefinite quantity (IDIQ) program contracted with Service Disabled Veteran Owned Small Businesses (SDVOSB) with an overall ceiling of $1.5 billion. It was the largest SDVOSB set-aside ever undertaken by the federal government. The services covered under the contract made up a significant portion of DHS's organizational requirements and includes a wide variety of support.

SMSI ROLE AND ACCOMPLISHMENTS

Strategic Management Solutions, LLC, formed a joint venture, Strategic Alliance Enterprises, with our SDVOSB qualifying partner, American Defense Services, Inc. of Metairie, LA. SAE was awarded contracts under two of four PACTS Functional Categories: FC-2 (providing administrative services) and FC-4 (providing technical services). Of over 600 firms that competed for this sought after contract, SAE was one of 34 companies to win an award, and one of only six companies awarded contracts in multiple functional categories.

SMSI personnel were assigned the principal responsibility to manage the contract, based on our demonstrated experience and capability. Each task from DHS was competitively bid (experience, capabilities, personnel, and price). The SMSI Program Manager, on behalf of SAE, led recruiting, staffing, day to day management, and client interfaces.

SAE won and successfully performed engineering, administrative, logistics, and management services for the following DHS elements:

  • Immigrations and Customs Enforcement
    - Administrative support to the Office of the Principal Legal Advisor
    - Administrative and logistics Support to the Office of Acquisition Management
  • US Secret Service — support to the Financial Management Division through a cadre of up to 6 personnel
  • Federal Protective Service — provided a cadre of up to 20 personnel providing logistics, financial and project management, administrative, and system maintenance services to FPS in the National Capital Region.
  • US Coast Guard — provided mechanical and civil engineering and construction management support to
    - Engineering Support to Civil Engineering Unit, Miami
    - Engineering Support to Facilities Design and Construction Center, Seattle
